It's easier for a government to penalize products of a country when that country is literally sending soldiers to your borders The Chinese-Indian standoffs in Doklam and elsewhere have allowed the Indian government to see first hand what a threat the Chinese are The US sadly doesn't have literal Chinese soldiers on their borders so it's far harder for the American government and population as a whole to recognize their insidious economic policies when compared to the overt literal military policy China has done to India
