  2.  @havanasyndrome3024  Sometimes it's better to start over from scratch. Maybe that's what they decided on. I don't know. A system of taught corruption could have developed.

  3.  @twicenightley  you didn't say they weren't. So you're arguing that this corrupt system didn't exist in the first place. A news paper had discovered this with one of the regional heads who was let go beforehand. If you want to be conspiratorial, go ahead.
