It wasn't. It was about gathering support for an approach. They repeated it often. The "international rules based system". It's like a petition, or like campaigning.

@georgiossgk7384 it was the same elected government, the government didn't change. The ex president who had decided to vacate but then ran away from his job was replaced by that government after he had left. And then they had elections in less than a year.

 duncansmith7562 there's very few ethnic Russians in the donbas. It wasn'tand isn't an ethnic conflict. Those citizens are not Russian.

duncansmith7562 literally the UN declares it. Until then it can be guessed at based on what's happening. But there was no ethnic conflict in Ukraine for their to be genocide. The war was also cold. there's no rule about what separatism can be supported..but Kosovo wasn't supported as a separatist movement. The conflict was stopped because it was out of control. Exactly because of genocide, and previous genocide in that region.
