  1. Prices need to fall until there is a balance between supply and demand. No new buildings need to be started. Partially finished buildings need to be finished before any new projects are started. Buildings that are unfinished and too poorly constructed to be finished need to be torn down. There are too many empty buildings and unfinished projects.
