  1. Don't just blame Uvalde PD. Lots of PDs across the Country have had "Policies" for YEARS that the Ordinary Cops are to only "Secure the Perimeter until the SWAT Team arrives. Might work in a Military Battle, where an Army Patrol has contact with the Enemy, backs of and calls in Air Strikes or Artillery. But it sure doesn't work for HOSTAGES!
