  1. The big bombshell is that Neely didn’t die until a while after Penny was gone. When the cops got there Penny was breathing on his own, unconscious but breathing. They thought it was a drug overdose so they administered narcan.

  2. Technically they didn’t have to because he was still breathing, so CPR wouldn’t have done anything. Yeah. That’s very common. They don’t like to admit it but this is common. When someone isn’t breathing and they are brought back they typically throw up and ENS have things to prevent disease transmission, cops don’t so it’s in the best interest of everyone to avoid disease transmission.
