In some states you can attend state run universities and community colleges for free including textbooks and lab fees, you can even get 2 year degrees (Associates, Dental Hygiene certification etc) through the program. This is what I did at the end of high school and ended up entering as a Jr (I stayed for 4 years because it was 2008 and what else were you going to do). You just need to be in the top 25% or so of the class, and be in good standing with your classes. There are even some exceptions made for students who aren't in that 25% who need more help or really excel in some areas. It's far cheaper for the state government to take that 3-5K expense for college than it is for them to pay the 20K+ for someone to go to high school. The issue is that the high school is the one that has to give the okay for the student to leave (along with their 20K in funding for the student) so the only ones who take advantage of it are homeschoolers (because they need to be "technically" in high school system the local school gets a little stipend for a student they wouldn't normally get anything for). It would be a far smarter play for the government to make college free (or heavily subsidized) and slash funding to high schools and middle schools which have gotten so bloated in their spending it's ridiculous.
