The Republicans said in 2016 that a supreme court justice should not be replaced during an election year while the senate and president are opposing parties (which is tradition - and has been the case more often than not). The thinking is that in 2014 America voted against the president's party by voting the senate to the positing party which means that the presidents party (and therefore nominee) does not have the backing of the people as much as the senate. Had the Democrats taken the senate in 2018 the same would have held.
