  6.  @craigalexander966  correct. One way of looking at social programs is as investments. Note that this is far from the only way of seeing such matters - and to my thinking, should only be spoken of to placate the overly-money-minded. The true way of looking at this, to my thinking, is “do unto others as you would have them do unto you.” That’s simple enough that I can recall it readily - and I consider myself to be not terribly bright in many areas.
