  11. Ambassadors in general were not paid prior WW1, and even up through WW2 were expected to use their own wealth to help run the embassy, particularly the gift giving and entertainment. Erik Larson's bestselling 2011 work of popular history, In the Garden of Beasts, has a section discussing this practice, and why rich southern plantation owners as absentee rentiers were able to use this defect to get a lock on much of the State Department.
