  2.  @roughhabit9085  They do not have to prove intent, he broke the law just hanging onto these documents after asserting he returned all protected material. If the law is simply applied, Trump is dead to rights guilty. This is like having stolen good in your home, just having them is a crime even if you never intended to sell them.
