  1. He is pointing out that many voters can not pass the test. Everyone should take it and singling out the young is a partisan move meant to take voters away from the dems. The fact is large swaths of country would never pass.

  2. If they want a test, EVERYONE should have to pass it or no one should. The fact is if they had to pass a civics test most GOP voters would be out!
