  4.  @dorobo81  its US federally protected land (Black Rock desert) that is overseen and watched way more carefully then some 3rd world spit of land in the middle of the ocean. One reason The Fyre festival scam picked that spot because of the lack of government oversight. Burning Man generates lots of money... its annual operations get special attention.
