For a start, you change the position of President from executive head of government to a ceremonial figurehead ONLY and put in a Prime Ministership as your effective Executive Head Of Government. If you want the best example of this, look to the Australian parliamentary model. Moreover, you should have COMPULSORY voting for ALL citizens of age 18 or over, as long as they are registered on a voting roll which needs to be vetted by an INDEPENDENT AUTHORITY which has neither Democrat, nor Republican members making up this authority.... TOTALLY NEUTRAL! The need for compulsory voting is clearly obvious, even to a blind man. Optional voting means that only those motivated by extreme political viewpoints will actually go out and vote while the larger portion of the population stays at home(apathy). As a result, the extremist wins the seat in government, and if the process is repeated over each voting district(electorate), you'll get a government made up of extremists who will then do away with democratic elections altogether. Compulsory voting ensures the larger vote count cancels out the extremist vote as the votes will, by and large, go to either of the major parties, who, by necessity need to straighten out their membership and expel the corrupt members. In reality, the Australian parliamentary method is, though not perfect, by far the superior method of governance. New Zealand uses basically the same model(with some modifications to suit NZ) and is far superior to the British system, from which we derived our method, that to refer to ours as a "Westminster" system would be a gross insult to our Australian system.... Why? because Britain's upper house(House of Lords) is infested with useless unelected aristocratic twats who wouldn't even know what day of the week it was, let alone what bill they were debating and voting on, whilst in Australia, our Senate is a States' house with members voted in by the populace of each state(and territory). No useless aristocracy here, mate!
