It wasn't. It was a non legally binding referendum which means the decision to brexit was made by Parliament. MPs said it was the will of the people to avoid being blamed for their incompetence.

It wasn't the will of the people. It was decided arbitrarily by Parliament which means EU permitting Parliament can decide to rejoin even without a useless non legally binding referendum BECAUSE we have a representative democracy.
