Then check frequency when skin effects is causing problems. AC is causing induction in anything near the cable that transmit electricity(and sea water can do that). And pipes are used for high frequency electric signal because of skin effect, the small wires in typical cable are there so you can bend it easly and without causing damage to the cable, in typical range of temperatures at least, in Siberia and -70deg C outside power cable can easly break during bending.

Also skin effect is for high frequency transmision of power and then pipes are used(like for radio signals in big radio antenas). Wires are made from much smaller wires for mechanical reasons. And DC is used in cables that are under water because they are in salt water and AC would be inducting electricity in that electrolyte...
