  2. people in california, and a few other states, have and use referendum, initiative and recall. they know what democracy is, and isn't. the federal government is no kind of democracy. it is an elective oligarchy, for historical reasons better called elective aristocracy, because the usa aristos are sitting in seats modeled on the british aristocracy. one consequence of the constitution and the culture which bred it, is the servile attitude of the usa people. the french would have revolted long ago.
