  1. no. a bad decision can get made any time one person decides, even in consultation. especially if done in a hurry. so, the smaller the decision group, the shorter the time, the more danger. another charm of democracy. my standard is the swiss: surrounded by the axis, when informed by hitler that he was sending a management team to integrate c.h. into the axis, three things happened: first, general commanding swiss militia called first response cohort to action stations. second, national administration formulated a referendum, saying, "shall we comply?" third, two weeks later the citizens replied , "no!" you could say the time was short, but the question was simple. 4 languages, 3 cultures, all voted more than 95% no! consequently, even when conditions got difficult, food short, bombs and bullets occasionally flying from all directions, the swiss never worried about their compatriots, all were swiss, and those very few who weren't were easily dealt with. i should mention, the 'citizens' were men 18 +, they took the athenian view that the fighters and diers should decide things. but they are more civilized now. they are also strangely prosperous for a nation with no natural resources but ski slopes. but usa has the worst possible government style: elective aristocracy---- .sclerotic, short-sighted, and greedy. usa could easily wander into an extinction decision, in fact, you already have. flying the flag of 'capitalism' ,' guarantees extinction, on a finite planet. but this is not solely trump's decision. an entire national culture is running towards a cliff.
