  1. cya, we called it, when you do something that might terminate your career if it became public. saying 'rare, or never' seems unlikely, since usa military regularly engages in war crime. but some generals oppose politicians, retiring as required, and some see no problem, and some 'cya.' not sure how much cya does for you, but if you are not ready to retire, can't hurt. the usg is a cess-pool, and there is no possible clean-up. a common situation in human societies, that's why history can be interesting. there is one possible clean-up: people of usa could decide to take charge of their nation by establishing democracy. that would do it. but it needs citizen quality people, and i have been holding up my lamp and peering into faces, just to ask, what should we do? for 55 years with not a single suggestion of democracy. h. sap. relies on alpha personalities. always has done, and it's going to kill us. bernie is not the first 'savior,' many thought obama was the savior, and plenty more in modern times, none come off with great credit. so not really a possible clean-up, just a charming fantasy.
