The "perfect knowledge" question is excellent. I have been trying to gain knowledge of the negotiations of the Washington Naval Treaty. Just finished reading the Goldstein/Maurer book. Still not satisfied. Things like mentions that the US wanted to set the displacement limit at 32,500 while the UK preferred 35,000, but no discussion of why either nation picked that value. Why was the UK allowed the Nelsons, because they weren't equal to the Nagatos and Coloroados, they were a next generation design. Plan Steve would have been to set the maximums at whatever was in service at that time: guns at 16.1" because that is what Nagato had, and displacement at that of Hood, with the addition of a quantity limit on armament: no more than 8 guns up to 16.1" per ship or up to 12 guns of no greater than 14", again, because those were the maximums in service.

@gregorywright4918 The USN replaced the coal fired boilers with oil fired ones, in the older BBs retained after the WNT. The New Mexicos received new turbines and new boilers.
