There are two funds 1, Cohesion funds, which all countries pay with 0,9% of their annual GDP and distributed according to development level - a small reinbursement for opening our markets (no duties, customs, protectionist funding, etc) 2, COVID recovery funds - this is a common, EU LOAN where each country is a guarantor for repayment.
