  1. I wonder if the greater European tendency to view poverty as a choice has something to do with their social services and safety net, along with cheap to free university level education. In a society that gives better access to these things, there would generally be a greater agency among people to achieve better than poverty outcomes. Please note the word generally. I'm not talking about individual cases, but populations as a whole.
