  2. I've got an idea: Everytime a cop checks a person without warrant, the person should get a stamp in an official police-check passbook. Each stamp can be used to claim a free coffee or ice-cream in the same town. When a person gets 20 stamps, they get treated to a night at a nearby 4-star hotel with a course restaurant meal, paid for by the governing agency of the police - either state or city. If they get 100 stamps within 3 years, they get a week in the hotel and the key to the city.
