  1. The public does have a right to know, once all facts and evidence have been gathered, verified, and confirmed. As for being arrested and lead around in handcuffs, that's determined by police procedure based on evidence they have on the criminal and circumstances of the crime. A court of law determines if the person is innocent or guilty. But, Jung Joon-young has publicly admitted guilt to all charges (if I'm not mistaken), so it makes sense he is handcuffed and escorted around, even before a court hearing.
