  1. What would be the point? Cops would be accused of racially profiling certain demographics of people anyways and then the news will report it as 'profiling marginalized people'.

  2. Because certain demographics of people GOT ANGRY previously when cops were in high crime areas. Go look up past news articles where certain groups of people were complaining about 'racial profiling' and how there were too many cops in their neighborhood. The only time these same groups of idiots want cops in their community is after a bunch of violent crimes happening and then all of a sudden when they don't feel safe they want cops to be in their neighborhood.
