  1. What is "enough" what the governments supposed to achieve? We have the carbon taxes in place, its not a government failure that private capital is paying penalties instead of working towards solutions, unless we want to go for a communist economy. We abolutely cant guarante that we can push down the GHG emissions by X percent, the only thing what a government can guarantee is the laws and framework toward achieving that objective, if the companies dont obey it, then its gone.
