Puerto Rico Act 60 is even less attractive then Andrew stated. Your substantial presence there is 183+ days/6 months per year. Act 60 also requires you to purchase a house after 2 years of declaration. And average house under 2000 square feet in the most common expat areas like East PR is like $400,000. This house must be declared as your primary residency. AND you must donate to an approved PR charity list in the amount of $10,000 EVERY year. So unless you current tax bill exceeds $10,000 substantially, and you can afford to buy a $400,000 house, or sell your U.S. to do it, then this is not the plan for you.

Interesting that they do it at 2 years. Maybe they left at the 2 year mark because otherwise under Act 60 they would be forced to buy a house 🤣

No. The Foreign Earned Income Exclusion does not require any "tax treaty" to be present. The Foreign Earned Income Exclusion stands on it's own for U.S. citizens, and has it's own internal requirements to qualify. Just because a "tax treaty" exists does not mean a treaty applies to all things related to taxes.

It is advised that you already hold at least one other citizenship in order not to be classified as stateless. Life is definitely not easier stateless.

 @jlm3744 I would not be living the city life. I'd be living in an expat enclave in Eastern PR if I were to ever do this, which is unlikely. I'd rather renounce than go through expensive tax gymnastics.
