  3. Quite easily without customs officials being involved. The sheer volume of containers at those ports in Montreal, Vancouver and Halifax is overwhelming. Just like they cannot search every single traveller entering the country, they cannot search every container outbound. The gov't wants 'em focused on inbound stuff.

  4.  @vinaynams  It isn't a belief but a fact. Canada is a small country and doesn't have the resources to fight crime like it should.
