The indigenous people are the tribals. Non tribals are not natives of the state. Jharkhand being rich in minerals developed far more than Bihar. But all government companies, institutions and non government commercial enterprises, businesses are almost completely under non tribals from outside the state who look down on the tribals. Which is why the major towns, cities have very small tribal population. This marginalization of tribals in their own land by non tribals due to policies of the central government and Bihar government led to the agitation by the tribals for creation of a state for the tribals. The way you talked about Jharkhand at the beginning, is exactly how the non tribals feel about the tribal population. Jharkhand is very important because it makes India self reliant on almost every mineral. It is also extremely crucial from a security point of view because it is the heart of the red corridor which according to ex PM MMS is the biggest threat to India. Only a thin sliver of land called West Bengal separates it from China and the restive north east where insurgencies are aided and abetted by China. Even in north Bengal there's a large Jharkhandi tribal population who work as landless laborers in the tea gardens and other agricultural activities. This is where the Naxal movement started for the empowerment of these Jharkhandi tribals in North Bengal brought by the British to work in their tea gardens. You have China and the Chicken's neck in the north, you have major separatist movements backed by China in NE and the Maoists in Jharkhand. If all three join forces with support from Maoist Nepal, India will face mother and father of 1962.
