Can you imagine any company will do away with tendering process and procure their needs from external vendors whom they like? L1 or lowest bidder is a must to ensure India gets the best deal at the best price. It is only when defense systems clear extensive trials that they are shortlisted for commercial bidding. It is only after the commercial bidding that one is selected on the basis of price.

Defense, is not a commercial activity. Defense, doesn't creates wealth and is a pure expenditure. Excessive defense expenditure leads to collapse of the nation as happened with USSR and is happening with Pakistan. There has to be extreme cost control in defense which can only be done by state owned enterprises at no profit no loss basis. This is why state owned defense companies of Russia, Isreal and China are so successful as defense companies need very deep pockets which only the government has.

@warnpassion Commercial companies who want to enter defense, need to invest their money in R&D and come up with products that can at least compete with those of DRDO DPSUs. If if they can't compete against PSUs they shouldn't be in business.

India relies on imports purely due to corruption in defense procurement. DRDO DPSUs and now defunct OFBs have made India self reliant in more than 80% defense needs. Yet India keeps importing because arms imports include multi million dollars kickbacks to netas and generals. DPSUs and OFB cannot give bribes to netas and generals which is why there's such vehement opposition to these fine institutions by the netas, generals and the paid press. Now under the ruse of "Make In India" and "Aatmanirbhar Bharat" foreign arms are being imported through private companies. And DRDO products are being handed over to these shady companies literally for free without any competitive bidding process leading to unnatural inflation of defense procurement bill.

@anuragbanerjee2879 we are talking about procurement process which has stood the test of time. There needs to be technical evaluation of defense systems competing for sale. It is only when they clear the technical evaluation that the one which costs the least will be selected.

Private sector has been engaged to launder kickbacks to netas which DPSUs can't do. You can imagine the state of our private sector where they need technology from PSUs and government contracts without any competitive bidding process.
