India, only entered in the last 13 days of a 9 months long Pakistani Civil war after receiving a phone call from someone from Yahya's cabinet. There was some understanding between Pakistan and India in the 1971 Pakistani civil war, which concluded almost immediately with the entry of India. India, after the only conclusive major victory after 1947, burned all files relating to 1971 Bangladesh war for independence. A civil war which started only after West Pakistani army attacked East Pakistani regiment, paramilitary forces and police without any provocation. Even Mujibur Rahman couldn't believe West Pakistani army could do something so drastic even after he was forewarned by India's RAW.

Pakistan had many Bengali PM and Presidents. Bhutto vehemently opposed Mujibur as PM because Mujibur wanted implementation of 6 points, which meant two countries under one flag. If 6 points demanded by Mujibur was implemented, then it would be Bhutto's Sindh which would have to bear the huge economic burden of Punjabi and Pathan dominated Pakistani military with next to zero Sindhis. East Bengal and Balochistan had joined Pakistan on the condition that they will be autonomous regions within Pakistan. To which Jinnah agreed and this was conveniently forgotten with the formation of Pakistan. This resulted in West Pakistan looting East Pakistan for economic development of West Pakistan and funding the massive Pak military.
