Unfortunately, he has hardly spoken about the future dynamics. Russia is getting such a hammering in Ukraine because when it comes to full electro magnetic spectrum dominance and real time intelligence Russia is several generations behind USA and its allies. Joint Rivet intelligence gathering aircrafts and AWACS are perhaps far more deadly than F15 or F35. India is generations behind China in this area. With changing battlefield and technology the peg of 42 or 45 squadrons is redundant. India simply cannot match China in numbers. It has to outfox Chinese numerical superiority with technology which means partnership with foreign military powers to gain crucial technologies. Systems like S500 and their vastly improved variants with greater range negate the need for manned fighters to defend the skies. Manned fighters only act as a last fall back option and not the tip of the spear. Drones and loitering munitions are several times cheaper vis a vis manned fighters. Such systems are comparable to a David when it's facing a Goliath with 5th generation fighters. Drones can loiter for hours and days whereas fighters can stay in flight only for few hours and cost several thousands of dollars per flight. In the future, the shortfall in manned fighters will be filled by drones, UCAVs and very long range surface to air missile systems like improved and extended versions of S500.

@debalik8806 fact is S400, S500 are not one missile but a collection of different kinds of missiles capable of taking down different kinds of targets which also includes fighter aircrafts. This is how US supplied Patriot Anti missile system analogous to Russian S400/500 brought down several Su series fighters recently in Ukraine. Forget attacking air targets, Russia is using S300 and possibly S400 against ground targets in Ukraine.

@ppandvp if that be the case then why the war in Ukraine is still raging close to 2 years now when it was supposed to be over in a matter of few weeks? The most deadliest drones are the cheap homemade drones strapped with plastic explosives against which there are little to no defense.
