  1. Bureaucracies everywhere, at all levels, see their main function as the growth of the bureaucracy. Thus we see universities who now have almost as many bureaucrats as students. Then they have to hold useless meetings every day in order to justify their jobs. I didn't make that up; I was told this by an administrator at my university.
