The Supreme Court rejected the law because it was vague, and as you rightly point out, vague laws allow the bloated, power-hungry, unelected bureaucracy to "interpret" those vague laws however they wish. For decades, Congress has effectively handed over the governance of the country to the bureacrats instead of doing their job.
