  1. It'll probably like when they banned phosphates. They still let farms use phosphates and restaurants and hospitals are allowed to use phosphates, but not the peasants. Even though, mind you, the phosphates used in detergents are non-bioavailable, which means that the algae can't use it. No effect. We gave up clean laundry and clean dishes for nothing. Add to that, 98-99% of the phosphates going into the water comes from farm run-off and human waste. That never stopped.
