Bureaucracies at all levels see their main function as expanding the bureaucracy. That's why money for schools goes mostly to increasing the number of bureaucrats.

Even janitors terrorise the places where they work because they can't be fired and everyone is terrified of actually asking them to do it. Walter Reed was over-run with rats as a direct result of janitors, government employees, who wouldn't do their jobs and couldn't be fired. Even state governments are like this. At my state-run university, the janitors refused to take 2 long burned out fluorescent lights out of a classroom, where they were left standing in the corner for almost 10 years! The head of my department was terrified to say anything to the head janitor because he was a vicious old cuss and was known to be vengeful. But he couldn't be fired - 'cause "government worker."
