  3. Hopeful? I don't think it's going to be the type of investment you are thinking of. The US doesn't really do that. Their plan is to bring the world under its economic thumb again-- China's, at least for a few key countries, is to create a multi-polar world where the US is stretched too thin to ever dominate again. African nations may be especially wary of Western investment-- Fracafrique is eager for alternatives to France's neo-colonialism, and countries are looking to develop before developing a democracy, not after.
