the sex happen in the judges court room office. while the deputy was working for the courtroom and the judge, and the judge was trying throw the sheriff under the bus for not knowing what was going on in the judges courtroom. facing losing everything and most likely jail the sheriff wasn't gonna take the fall to protect the judge. so if he was going to lose, and go jail. he made the choice to go to jail for something he did do, and make the judge pay the price for what he did or didn't do and was trying to do to the sheriff.
