  1. so every time he tried to go out the IRS he had to get permission. i wonder why a IRS agent was going outside the IRS. was that their jobs. if they was asking for permission it seemed they was going outside their scope of power to do anything. so they was hindered they wasn't allowed to exceed their powers.
