They are there to reduce steering wheel kick back when you have a wheel drop into a hole, or slip off a rock off road, by limiting the rate at which the steering can turn. Keeps you from having a broken hand if the wheel kicks back. The one on the top does the same, in standard configuration, just needs extra help when you have the lift kit installed, so the 2 on the bottom are there.

@TimfromAlabama Even on regular truck it helps when you go off road, to prevent kick back on the steering wheel. You do not notice in normal use, as the rate of turn you apply is well below the limit for the shock, but it keeps sudden sharp inputs damped down. On road reduces steering shimmy as well ,and keeps you upright when you do a sharp turn of the wheel, keeping the rate of turn below what will topple the vehicle.
