That would collapse most small private sector businesses and increase prices elsewhere to compensate. Also it would mean less workers since not every business can afford to pay that for simple jobs which are not worth that much. If you also want to apply that into the public sector, then it will most likely increase taxes. The word 'economy growth' doesn't mean what you think it means.

Don't you think it is unfair that someone does most of the work in a group assignment and then everybody gets the same grade no matter how much effort they put in, or at all? Just as much unfair, it is to steal money from people who happened to provide more things to the society and get wealthy because of it. If we want to talk about fairness, then everybody pitching in the same amount would be the most fair, i.e. a flat tax rate, regardless how much wealth they would have or generate after that.

Rich people have enough money to leave your stupid country if you start stealing more from them. Also it is the government which is making rich richer and poor poorer by playing favorites etc.
