  1. Of course. The "grants" & "programs" system is nothing but endless pickpocketing of the taxpayers year after year & the only requirement is to spend all the money to get the next year's theft. Billions get grabbed & blown with that unaccountable system. This is why most politicians get into the game.

  2. The grants & programs "free" money grift. That's what most people are being ripped off for every year. Billions blown & pocketed- millionaire politicians who do nothing BUT demand "free" money to fix things (right) and all they have to do is SPEND/WASTE the previous year's worth to get the next year's pile of "free" money. Quite the incentive to be a sleazy grifter politician/activist, isn't it? At least this is what's going on in shifty cities where nothing EVER improves except for who's running the grift.
