  1. "Nothing is going to discourage kids from breaching the boundaries and zero tolerance has failed at it." What does that mean? * That nothing has any effect at all? * That nothing has succeeded in totally eliminating the problem? The first is obviously false. The second is missing the point. "Even the perfect parents cant demonstrate this enough to stop their perfect children making the choice someday,..." And yet my parents did. I've never even smoked nor drunk alcohol, because my (not perfect) parents taught me well.
