So right wing propaganda Rubin is lying when he says it. Democrats have said to make sure money for public safety is actually spent on people that can deal with people with mental, cognitive, and physical disabilities. Local police are poorly trained for that so they just brutalize or kill the mentally ill, people with cognitive issues, and physical disabilities.
