  3. Apparently they didn't sterilize enough, they are now more overcrowded than ever. For it to work it needs to be a never-ending program. These days it can be done genetically while still in the womb so they are born sterile, a lot less drama to deal with. Also needed to do females as well, not much point to only do males since 1 can fertilize dozens of females.
