  1. You are right. My friend bought a property in Italy, unfinished. It took them 5 years to complete, a lawsuit against the contractors and many arguments between husband and wife ! Confusion : a real nightmare. Laws are not clear, rules and regulations neither. Also, even though, it's closed to the border with France, there is no store in walking distance. Need a car for everything. There is basically nothing around except other houses. I would never do that. You are right. Their best days are over for those countries. They don't want to change and embrace progress so they stay behind.
