This is not happening only in US but in EU countries too (and I guess elsewhere) they will present a huge bundle bill that nobody will ever be able to read and it will include bills for all sorts of things. Usually the bundle consists of some standard bills, one or two universally beneficiary bills that play the role of the bait cheese and a super controversial bill that is the trap. If you downvote the bundle because of the trap you are accused of rejecting the x or y actually helpful legislation. The right way out of this would be for bills to be voted separately. This might be challenging due to time constrains so an honest compromise would be to separate the bills thematically and then the parliament/senate having the option in cases of highly controversial legislation to single a bill out and ask to be voted separately. You cant have for example a group of bills that would benefit healthcare or provide benefits to low income families, and snick in a bill about child adoption by gay couples or a free pass emigration policy which are considered controversial by the majority of the public.
