The Feds need to work with tribes to create new treaties that give Tribes autonomy that gives Tribes the authority to manage their own lands, resources, police, courts, economy, education, infrastructure and own funding. The Tribes always do a better when they have more autonomy over their own affairs, the Feds have a history of mismanagement and theft of funds and resources. At best we have partial autonomy over some affairs but the Feds manage most affairs with Tribes. Some Tribes have won land settlements, the right to manage their own resources and self-govern agreements and they are the wealthy or middle class tribes.
