  1. As a rescuer (stray dogs and feral cats) myself, I know the dilemma too well, especially when it comes to pups that are apparently left alone. You can never know if they are abandoned or their mom is looking for food, just by passing by. So you can do it wrong both ways, by either non-caring or taking them. The only right way is to take some time to monitor the situation and then to act accordingly when you can be sure you're doing it right. This way you can make sure not to take away pups from their mom but also to not let them die if they are abandoned.
