  1. This is appalling! Why on earth do they allow (and enable!) public urination and people camping out in the streets?! That's just a healthy/safety issue. You wouldn't even need to mention religion or race or anything. I didn't even know about the graffiti & rats. This is horrific. I can't comprehend why the gov't/police don't do anything!
